Professor Sullivan delivered the 1997 Barrett Lecture on constitutional issues. She talked about the large volume of money spent on the 1996 elections, questionable fund-raising activities, and the possibility that restricting political contributions violates First Amendment rights. She described the current law regarding political money, some of the proposals for reform of campaign fund raising, and the political theories underlying the calls for reform. Her controversial suggestion is that spending limits on contributions be eliminated to preserve free speech. After her prepared remarks, she took questions from the audience. close
