Attorney General Janet Reno urged the Senate to ratify the Chemical Weapons Convention because it would make acts of international and domestic terrorism much more difficult. She also took questions from reporters about the appointment of an independent counsel to investigate Democratic National Committee campaign financing. She said there is not yet sufficient evidence against any high-ranking officials to invoke the independent counsel statute. close
