The committee heard testimony from Secretary of State Madeleine Albright in support of the Chemical Weapons Convention. She said the U.S. needs to sign the convention before it goes into effect on April 29 in order to show U.S. leadership on this issue and help create an international consensus against those who do not sign the treaty. close
