Senate Labor and Human Resources Committee members heard testimony from Senators Orrin Hatch (R-UT) and Senator Arlen Specter (R-PA), Health and Human Services Secretary Donna Shalala, Governor Howard Dean (D-VT) and health care experts. They testified about the health needs of children and how these can be addressed through governmental and community partnership. Senators Specter and Hatch have sponsored different pieces of legislation to provide health care for currently uninsured children and Vermont has a state program to insure all children under the age of 18. Senator Specter’s bill would cover about 4 million children through vouchers to the states for families that earn up to 2.35 times the poverty level from discretionary spending. Senator Hatch’s legislation would provide coverage through federal block grants to the state funded by an increase in taxes on tobacco. close
