In this ceremony, President Bush proposes a constitutional amendment outlawing desecration of the American flag. He is joined by the drafters of the proposal, Representative Michel and Senator Dole. There are two common themes in the speeches made by the four individuals. First, flag burning goes beyond the intent of the founding fathers. Secondly, while the proposed amendment would indeed limit the freedom of expression, it is not unique in this regard. Other laws and amendments also restrict civil rights to some degree. close
