Ms. Riche briefed reporters on how the Census Bureau plans to use sampling techniques to count previously undercounted parts of the population. The Republican congressional leadership has expressed concerns about the use of this technique for fear that it will overcount certain groups of people, specifically minorities, who they fear will put more Democrats in Congress. Ms. Riche said that for the first time the Census Bureau is approaching the next census for what it is--a direct mail campaign. Following her prepared remarks she took questions from the press. close
