The U.S. House of Representatives met and engaged in a period of One Minute Speeches, during which time members could speak on any subject. Following these speeches members continued to H.R. 1757 the Foreign Relations Authorization Act. The bill provided appropriations to the Department of State and related agencies for the fiscal years 1998 & 1999. Members debated and voted on a number of amendments to the bills but did not vote on it’s final version. House members did vote on H.R. 1758 Foreign Security Act to ensure that the enlargement of the North Atlantic Treaty Organization (NATO) proceeds in a manner consistent with United States interests, to strengthen relations between the United States and Russia, and to preserve the prerogatives of the Congress with respect to certain arms control agreement. At the conclusion of the day’s business the House stood adjourned. close
