Beginning at about 10:50 a.m., members debated an amendment sponsored by Rep. Ehlers which would eliminate the National Endowment for the Arts and would distribute arts funding to state arts agencies and school districts through block grants. Members defeated the amendment by a 271 to 155 vote. The National Endowment for the Arts was created in 1965 and is funded through the Interior Department appropriation. close
