President Bill Clinton outlined his policy toward China a few days before the Chinese president arrived for a summit meeting. He stressed the benefits of engagement with China on security and economic issues in order to expand areas of cooperation and foster a more open China. He also criticized those calling for a harder stance against China for its human rights violations because such a stance would have little support among U.S. allies and it would increase Chinese proclivity for human rights violations. close
