In May 1997 NATO members agreed to invite Poland, Hungary and the Czech Republic to join the alliance.
Several senators expressed concerns about the cost of such expansion, especially at the expense of other defense programs, but the witnesses stressed that this was too important to be overly concerned about the monetary cost and that it may well be cheaper to expand NATO than first anticipated.
