Boland on the Boland amendment. The committee chairs then direct

summary statements to North. Rep. Hamilton points to the

arms-for-hostages arrangement as undermining U.S. policy. He also

comments on the need for covert actions to be conducted within

procedural guidelines. Hamilton concludes that "democracy has its

frustrations . . . but we know of no better system of government; and

when that democratic process is subverted, we risk all that we

cherish."

Sen. Inouye refers to the popular support for North, especially among

young people. Inouye comments that he voted against aid to the

contras because it would inevitably lead to young people being sent

into the conflict.
