Republican Governors' Association chairman Governor Terry Branstad, R-Iowa, led a plenary session on education initiatives in various states. Sheila Tate, a former press secretary to first lady Nancy Reagan, moderated a discussion of education needs and the role of government. Governors described education programs in their states. Professor of Mathematics at Michigan State University Bill Schmidt discussed the shortcomings in U.S. education compared with that of other countries. Rep.
