This case deals with the constitutional rights of prisoners. In particular, a prisoner diagnosed with HIV at Vacaville state prison was isolated in the infirmary. The issue is whether his constitutional rights were violated and whether he received adequate medical care. Mr. Rand is the inmate and Mr. Rowland in one of nine prison officials who are defendants in the case. close
