Ayotte Guantanamo amendment vote (SA 2255, needing 60 votes, by unanimous consent, instead of a simple-majority as Senate rules provide, to S. 1197), on Tuesday, 11/19/2013 - the first full day of Senate consideration of the $625 Billion NDAA defense policy bill. During this and the subsequent "side-by-side" amendment vote - the FIRST two floor amendment votes on the NDAA, both of which failed - 17 Democratic and Independent Senators can be seen signing a supermajority Rule 22 cloture motion, at a desk near the Senate well, to force a final vote on the UNamended NDAA. Reid, while maintaining a 'tree-filling' and "quorum call" block to prevent votes on all other amendments, presented the signed cloture motion the next day (Wednesday), and the cloture vote was held (and failed) late Nuclear Option Day in the Senate - Thursday, 11/21/2013 (one day earlier, by unanimous consent not Nuclear Option, than Rule 22 requires).
