Governor Alejandro Garcia Padilla (D-PR) talked about Puerto Rico’s default on a $422 million debt payment and the impasse in Washington over how to respond to the crisis. He discussed the debt’s effect on the struggling economy and the additional problem of being a center of the Zika virus.

Governor Padilla participated by remote video from the Puerto Rican Governor’s Mansion in San Juan. After the interview the reporters in the studio discussed his responses with the host.

Puerto Rico Governor Alejandro Garcia Padiilla talked about the state of the territory’s economy. In his remarks he expressed disappointment that Congress had not taken action to assist Puerto Rico with its more than $70 billion in debt. Governor Padilla said he is not seeking a bailout but the ability to file for bankruptcy.

Homeland Security Secretary Jeh Johnson spoke at a National Governors Association forum on cybersecurity. He outlined to the governors the consequences if his department was forced to shut down by a congressional failure to pass a bill to fund Homeland Security. He said a lapse in funding would affect border security, emergency aid for storms, and efforts to combat *ISIS. Secretary Johnson urged Congress to fund the department for the entire year but said doing so should not be tied to President Obama’s immigration executive order.

This session of the 2015 National Governors Association winter meeting focused on cybersecurity efforts at the federal and state level and also included remarks by U.S. Cyber Command head Lieutenant General Edward Cardon.

Members of the National Governors Association Homeland Security and Public Safety Committee talked about the future of the National Guard with General Frank Grass, member of the Joint Chiefs of Staff and chief of the National Guard Bureau. The committee members also spoke about state disaster response with Richard Reed and Suzy DeFrancis of the American Red Cross .

“Homeland Security and Defense in the States: A Future Outlook” was a session of the National Governors Association 2014 Winter Meeting, held February 21-24 at the J.W. Marriott in Washington, D.C.

Security specialists talked to governors about cyber security threats and the response and prevention strategies state governments could use. Topics included what threats were posed to individuals, businesses, and governments by cyber crime, espionage, and warfare as well as preventing hacking and theft by insiders.
The meeting began with an Executive Briefing by Sam Ginn on the National Public Safety Network to modernize public safety communications.
“Protecting Our Nation: States and Cybersecurity” was a meeting of the Health and Homeland Security Committee at the National Governors Association (NGA) 2013 Winter Meeting at the J.W. Marriott Hotel.

National Governors Association Chair Jack Markell (D-DE) and Vice Chair Mary Fallin (R-OK) outlined the group’s agenda for the 2013 Winter Meeting, an annual meeting in which a bipartisan group of U.S. governors gathers in Washington, D.C. to discuss issues affecting the states. Governors Neil Abercrombie (D-HI), John Hickenlooper (D-CO), and Alejandro Garcia Padilla (D-PR) also spoke. Topics included how possible sequestration budget cuts would affect states and the input and flexibility that governors need to address cuts to state programs.
“Sequestration,” a legal procedure in which every federal agency has the same percentage of its budget taken back in order to cut deficit spending, was agreed to in the Budget Control Act of 2011 and scheduled to happen on March 1, 2013.
