Senate Democrats blocked a $250 billion expansion to the Paycheck Protection Program, urging instead for an alternative measure that included the small-business funding, along with additional provisions that would help hospitals and state and local governments. Senate Majority Leader Mitch McConnell (R-KY) and Senator Ben Cardin (D-MD) both spoke about the bill on the Senate floor. Because the Senate is out of session, the bill must be passed with unanimous consent.
