Lesson Plan: AP Government: Concept Application Question Practice

"Congress Doesn't Legislate, They Delegate" - The Role of the Federal Bureaucracy

Hillsdale College Professor Paul Moreno discusses the growth and impact of the American bureaucracy.


This is intended as an end-of-course review activity for practice with the Concept Application Question format included on the AP United States Government and Politics exam since the 2018 redesign. Four practice prompts are provided; in addition to their use as a course review, each could also be used during Unit Two discussions of policymaking institutions.



    • Students view the above clips in either individual or jigsaw fashion to remind themselves of some key concepts pertaining to federal government powers and the interrelationship between branches.

    • Students read the four provided CAQ prompts, either in a jigsaw or an individual format.
    • Students use the included table to plan what they would answer if assigned each question.
    • Students discuss and compare their planned answers, augmenting their initial notes with new ideas stemming from the discussion.
    • As needed, students use the links provided at the bottom of the table to review C-SPAN Classroom content pertaining to concepts/topics with which they struggled to discern answers.

    • Students use what they have learned from the above exploration to create a full response to one or more of the provided CAQ prompts, as assigned by their instructor.
