CBC Chair Bass said the bill “establishes a bold, transformative vision of policing in America,” and would ban chokeholds, change “qualified immunity” for officers, and start a federal registry of police misconduct, among other measures. The legislation came in the wake of the death of George Floyd, who died in custody of Minneapolis police and whose death sparked global protests.
