These three clips provide an overview of the Americans with Disabilities Act (ADA) of 1990, its impact and the consequences of the Act as an unfunded mandate. The first clip provides an explanation of the Americans with Disabilities Act. In the second clip, Senator Tom Harkin (D-Iowa) reflects on his work with President George H.W. Bush to get the Americans with Disabilities Act passed. The third clip features remarks by President Bill Clinton about the burdens of unfunded mandates on state and local government and the details about the bill he will sign into law.
