Unfunded Mandates Reform Act Update

Description

A mandate is a federal order imposed upon states in order to meet a federal government goal; an unfunded mandate occurs when that federal order is not accompanied by monies to help the state government comply - a famous example of this is the Americans with Disabilities Act. In 1995, Congress addressed the issue of unfunded mandates with UMRA, the Unfunded Mandates Reform Act, as Republicans had promised to do in the Contract with America. UMRA intended to limit the imposition of unfunded mandates and improve communication between state/local and federal government agencies. In 2018, Congress proposed an update to UMRA.
