CR, pp. H2813-H2900. The House continued consideration of H.R. 4264, the Defense Authorization Bill. The Solarz amendment was passed, expressing the sense of Congress that the President should not make any agreement at the START Talks which would limit the number of ballistic-missile-carrying submarines to less than 20. Also passed was the Buechner amendment, expressing that the the President should work to upgrade conventional forces in Europe given the planned withdrawal of U.S. intermediate-range nuclear weapons under the INF Treaty.
