Thomas S. Foley was elected speaker of the House of Representatives. The tally was 251 votes for Thomas Foley and 164 votes for Bob Michel. The House agreed to notify the Senate and the President on the election of Representative Foley. The House also voted sanctions against China in response to the crackdown on dissidents following the protests in Tiananmen Square.
