The House voted to suspend the rules and pass H.R. 2061, amended, to authorize appropriations to carry out the Magnuson Fishery Conservation and Management Act through fiscal year 1992 and H.Con. Res. 254, expressing the sense of Congress concerning negotiations for a political settlement in Cambodia.
