House Session - May 1, 1990

The House agreed to H. Con. Res. 310, setting forth the congressional budget for 1991-95. Presidential messages were read concerning developments in Panama and the national emergency in Nicaragua. The House passed H.R. 743, to establish a framework for federal agencies to use in negotiated rulemaking procedures. The House passed the Quad Cities Interstate Compact.
