House Session - July 13, 1990

The House passed H.R. 5241, making appropriations for the Treasury Department, the United States Postal Service, the Executive Office of the President, and certain Independant Agencies, and miscellaneous amendments. The Skeen (R-NM) amendment to the Jacobs(D-IN) amendment, was passed regarding dollar values. The Jacobs(D-IN) amendment to reduce the bill’s appropriation for pensions and allowances for former presidents from $2 million to $1.8 million was adopted. The Frenzel(R-MN) amendment, to provide for an across-the-board 6.9 per cent cut in all discretionary accounts except for the Internal Revenue Service to reduce the bill to last year’s spending level, was rejected, as was the Penny (D-MN) amendment to provide for a similar 2 per cent cut.
