The House failed to agree to H. Res. 442, which calls for the expulsion of Representative Barney Frank. Instead, the House voted to reprimand Frank. During the debate, Rep. Frank addressed the House and apologized for his actions regarding a male prostitute. Also during this session, the House passed H.R. 5311, making appropriations for the government of the District of Columbia. The House adopted the Parris amendment to eliminate $1.6 million for the University of the District of Columbia capital account, the amount the university plans to spend on a sculpture deemed “obscene.”
