In an unusual action, Speaker Foley made a strongly worded one-minute speech at the opening of the session to condemn the Irish Republican Army terrorist killing of Conservative British House of Commons member Ian Gow. The House passed H.R. 1180 to amend and extend laws concerning housing, community and neighborhood development and preservation, and related programs after rejecting to the Dannenmeyer amendment. The Dannenmeyer amendment sought to limit the budget authority for programs and activities to 4.8 percent more than the previous year’s. The House passed S. 566, a similar Senate-passed bill and subsequently substituted the language of H.R. 1180. The House agreed to H. Res. 444, the rule for consideration of H.R. 3950, the Food and Agricultural Resources Act.
