The House agreed to the Bennett, Mavroules, Bosco and Boxer amendments. The Bennett amendment reduces SDI spending by $600 million. The Mavroules amendment provides for transferring unused MX rail garrison funds to environmental restoration programs. The Bosco amendment urges the President to negotiate international agreements to achieve early prohibition of nuclear weapons testing. The Boxer amendment prohibits psychiatric examination or hospitalization to be improperly used to harass military whistle blowers. The House rejected the Dornan, Dellums, Kyl, Hopkins substitute, and the Fazio, Frank, Hopkins and Traficant amendments.
