House Passes Bill For Humanitarian Assistance at Southern Border, 230-195
House Session - May 15, 1991

The House passed H.R. 1415, to authorize appropriations for the next to fiscal years for the Department of State. Amendments by Reps. Berman, Snowe, Upton, Dymally, Bereuter, Traficant, Paxon, and Owens were agreed to while those by Reps. Solomon, Kanjorski, and Walker were rejected. A message from the President was read wherein he proposed legislation for health care liability reform and quality of care improvement. The proposal was referred to appropriate House committees. The House passed S.J.134, designating May 22, 1991 as National Desert Storm Reservists' Day.
