Representative Tony Hall (D-OH) offered an amendment en bloc that earmarks $335 million in the fiscal year 1992, $135 million in the fiscal year and $175 million in the fiscal year 1993 from development and economic aid accounts were agreed to. Rep. Chris Smith’s (R-NJ) amendment, which restricts the availability of funds for development assistance, was agreed to.
