Senate Passes Foreign Aid Package 79-18
House Session - June 20, 1991

The House passed H.R. 2508, to amend the Foreign Assistance Act of 1961. The Broomfield (R-MI) motion to recommit with instructions was rejected. THe Bereuter (R-NE) amendment to provide disaster relief to the “Horn of Africa” countries was agreed to, as was the Burton (R-IN) amendment that prohibits U.S. aid to the Communist Party of South Africa. The Dymally (D-CA) amendment to the Walker (R-PA) amendment that prohibited delivery of U.S. aid solely to the Communist Party of South Africa was rejected. The House passed H.R. 429, regarding reclamation projects authorization in Wyoming, was agreed to. The Gejdenson (D-CT) amendments that provided for aid regarding surplus crops was agreed to, as was the Riggs (R-CA) amendment requiring the Department of the Interior to provide water to the Trinity River.
