READ: $2 Trillion Economic Stimulus Bill
House Session - November 19, 1991

The House passed H.R. 3595, to delay until September 30, 1992, the issuance of any regulations by the Secretary of Health and Human Services changing the treatment of voluntary contributions and provider-specific taxes by states as a source of a state’s expenditures for which federal financial participation is available under the medicaid program and to maintain the treatment of intergovernmental transfers as such a source. The House voted to sustain the president’s veto of H.R. 2707, to make appropriations for the Departments of Labor, Health and Human Services, and Education for the fiscal year ending September 30, 1992. The House voted to suspend the rules and pass the following measures: S. 1284, to make certain technical corrections in the Judicial Improvements Act of 1990; S. 1475, to reauthorize programs under the Protection and Advocacy for Mentally Ill Individuals Act of 1986; H.R. 3635, to amend the Public Health Service Act to revise and extend the program of block grants for preventive and health services; S. 1532, to revise and extend the programs under the Abandoned Infants Assistance Act of 1988; and H.R. 3807, to amend the Arms Export Control Act.
