House Approves Rule for Foreign Aid Bills, 316-94
House Session - March 24, 1993

The Federal Family Planning Programs under Title 10 of the Public Health Service Act has projected funding just over 238 million dollars for FY 1994, and 270 and one half million for FY 1995. These funds would go the more that 4000 clinics nation wide and provide contraceptives, infertility training, and screening for sexually transmitted diseases. Abortion counseling has dominated consideration of the measure to reauthorize the title 10 programs. REP. Thomas Bliley, R-Virginia, introduced legislation to mandate that teens had to notify at least one parent before an abortion could be performed. REP. Henry Waxman, D-California, offered a substitute amendment to the Bliley amendment to reaffirm state law on parental notification.
