Senate Passes Foreign Aid Package 79-18
House Session - April 17, 1996

The U.S. House met and continued debate on d H.R. 842, to provide off-budget treatment for the Highway Trust Fund, the Airport and Airway Trust Fund, the Inland Waterways Trust Fund, and the Harbor Maintenance Trust Fund. Members voted on a number of amendments to the bill regarding the use of those funds and their placement on budgets. The bill as amended would pass by a vote of 284 to 143. Prior to the Transportation Trust Fund bill debate the members engaged in a period of One Minute Speeches where members could speak on any subject, and following the bill’s passage they engaged in a period of Special Order where members spoke for up to one hour on any topic. The House then adjourned until 10am the following morning.
