The House met to debate on the Ocean Shipping Reform Act and funding for the U.S. Marshalls Service. Afterward, a debate ensued on the U.S. Marshalls Service. This bill would require the Justice Department to appoint marshals using federal service rules. Then debate on raising the minimum wage began while considering the rule which governs the procedure for debate on this bill, including amendments. After that vote, a debate began on Ocean Shipping regulation and HIV & AIDs programs. Afterward, members continued with Special Order speeches.
