The House passed by a 282-138 vote the fiscal year 2017 Defense Department spending bill. Members also approved a counterterrorism bill, which combines three previously-passed bills, and is aimed at strengthening the partnership between the Department of Homeland Security and local law enforcement in countering terrorism attacks in the U.S.
