Senate Passes Foreign Aid Package 79-18

The House approved a measure that combines two bill that were previously passed by the House in the first session of the 117th Congress. The John R. Lewis Voting Rights Advancement Act would restore federal oversight provisions of the 1965 Voting Rights Act that were struck down by the Supreme Court. The Freedom to Vote Act would create new federal mandates for early voting, ballot drop boxes, and vote by mail, and is aimed at countering Republican-led state laws enacted after the 2020 election. The House voted on this combination bill as part of a process that would allow the Senate to start debate on the voting rights legislation without any Republican support. However, in order to reach final passage, the Senate would still require a change to filibuster rules to end debate without the usual 60-vote threshold.
