House Approves Rule for Foreign Aid Bills, 316-94
House Session - January 9, 2023

The House debated and passed the rules for the 118th Congress on a near party-line vote (220-213). Representative Tony Gonzales(R-TX) was the lone Republican to oppose the package. Some proposed changes include a motion to vacate the chair, which allows one member to force a vote on removing the House speaker. It also includes a requirement that all bills be posted 72 hours before a final vote. COVID-19 safety rules allowing proxy voting and members participating virtually in hearings are no longer allowed. Members also approved a bill rescinding certain IRS funding, which was approved under the Inflation Reduction Act in August 2022.
