The House debated the rules providing for consideration of H.R. 4365, the Department of Defense Appropriations Act, 2024, but members failed to approve those debate rules by a vote of 212-214. Members also approved a suspension bill that was debated the previous day, and took votes on the motion to go to conference with the Senate on the National Defense Authorization Act (NDAA) for fiscal year 2024. Lawmakers were scheduled to debate the rules for a one-month continuing resolution to keep the government operating through October 31; however, that bill was pulled from the floor due to insufficient support. Congress was facing a deadline to fund the government and avoid a shutdown on September 30.
