The Senate continued consideration of H.R. 4404. During debate, eight amendments were adopted, all by voice votes, and one amendment was rejected by a recorded vote. The Senate also failed to kill the Dixon amendment. A motion to waive the spending limits for the Wirth amendment to transfer funds to Panamanian tourist programs failed to achieve a three-fifths majority.
