The Senate adopted by a unanimous vote of 98 yeas to make applicable any deposit if the deposit is offered by an insured depository institution or credit union, or a Federal or State branch or agency of a foreign bank. The Senate agreed to S.Res. 106 and 107, expressing the sense of the Senate concerning freedom and human rights for Tibet and Yugoslavia. They also passed S. 253, to provide for the establishment of appropriate legal forums for the enforcement of the Geneva Conventions. A unanimous-consent agreement was reached providing for the consideration of S.Con. Res. 29, setting forth the congressional budget for the United States Government for fiscal years 1992-1996. Several appointments were made in accordance with public law. The Senate received a message from the President concerning the Council on Environmental Quality.
