READ: The Rule for Bannon Contempt of Congress Debate
Senate Session - April 25, 1991

The Senate passed H. Con. Res. 121, setting forth the congressional budget for the next five fiscal years. The Reid Amendment, to provide for a more gradual period of transition to the changes in benefit computation rules enacted in the Social Security Amendments of 1977 ; the Conrad Amendment, to express the sense of the Congress that the President and a Congressional delegation should meet next year to establish a new multi-year deficit reduction plan; and the Specter Amendments, to increase budget authority for the Department of Transportation and to enact legislation to exclude the funds within the Transportation Trust Fund from the definition of deficit , were all adopted. Simon Amendments No.82, to reduce budget authority for defense spending by two percent and one percent, respectively, were rejected, as was the Brown amendment No. 76, to eliminate the honey price support program. The Senate passed S.J. Res. 97, to recognize the armed forces for their victory in the Persian Gulf
