Senate Passes Foreign Aid Package 79-18
Senate Session - July 22, 1991

The Senate began consideration of S. 1367, Most Favored Nation Status for China. Debate began with a commemoration of Rose Kennedy’s 103rd birthday. After the Quorum Call debate continued on the bill. Majority argued that repression continued in China and that the human rights had worsened and that the Most Favored Nation status did not help and current policy was failing. Minority argued that the current policy was enough and that sanctions against China were working and no new bill was necessary. Arguments about the current trade deficit were voiced as well.
