House Resolution on Impeachment Procedures
Senate Session - January 5, 1993

At the opening of the Senate session the question arose as to whether Senator Packwood (R-OR) would be asked to step aside and not be sworn in because of allegations of sexual harassment that arose following the election. The Majority Leader George Mitchell (D-ME) said that based on precedent, he would be sworn in without prejudice meaning that at the Senate could later reach judgment on his tenure without being influenced by the decision made to swear him in. The minority leader, Senator Dole (R-KS), was permitted to speak by courtesy prior to Dole’s swearing-in.
