This session had debate on the revision of the Hatch Act. A new bill would allow federal employees to become politically involved on a limited scale. During leisure time one could attend rallies or voter participation drives and work on campaigns, endorse candidates and run for party offices. Not allowed are running for elected office and soliciting funds from the public. This session began with normal morning business with ten minute speeches on a variety of issues (Senator Robert Bryd gave a lengthy comparison of the The U.S. to the Roman Republic), then recessed.
