Senate Session - February 28, 1994

This Senate Floor debate was on the Balanced Budget Constitutional Amendment. Senator Paul Simon D-Illinois, was the chief sponsor of the bill. Senator Orrin Hatch, R-Utah, began the debate by calling the bill a sham. Senator Dennis DeConcini, D-Arizona, claimed that there were two large loopholes in the Balanced Budget Amendment. One being the elimination of the Social Security Trust Fund and outlays for capitol investments from the Balanced Budget requirements.
