The Senate spend much of this session in Morning Business. Morning Business is when lawmakers introduce bills or speak on any topic. Senator Jon Kyl R-Arizona, and Senator Dianne Feinstein discussed a Constitutional Amendment on crime victims. Senator Dale Bumpers, D-Arkansas, talked about Mail-Order Catalogs and sales taxes. The Senate moved on to S. 2176 the “Federal Vacancies Reform Act” introduced by Senator Fred Thompson, R-Tennessee. The bill makes changes to procedures to temporarily and permanently fill Executive Branch vacancies. The bill covers cases where a government official dies, resigns, or is unable to perform assigned duties. The bill requires the temporary replacement to be a "first assistant", or other official confirmed by the Senate.
