The Senate debated the $636 billion Pentagon spending bill. The measure also carries short-term extensions of unemployment benefits, highway and transit funding, key pieces of the anti-terror PATRIOT Act, and a measure to save doctors from a 21 % cut in Medicare payments. The bill must go to President Obama no later than midnight on Saturday, December 20, 2009, or the Defense Department cannot spend the money.
