The Senate took cloture votes on the nominations of Representative Mel Watt (D-NC) to be director of the Federal Housing Finance Agency, and Patricia Millett for Washington, D.C. Circuit Court judge. Both motions failed to get the required 60 votes to end debate.
At noon, former Newark Mayor Cory Booker (D-NJ) was sworn in by Vice President Joe Biden to take the Senate seat formerly occupied by Senator Frank Launtenberg (D-NJ).
