The Senate voted to limit debate on a two-year $20 billion bill to set policy and programs for the Coast Guard. The bill requires the Coast Guard to enforce new rules from the Environmental Protection Agency on invasive water species transported by ships. The bill also exempts a 91-year old wooden steamboat from rules requiring boats with overnight passengers to be made with fire-resistant materials.
